Filled tubes may be just a short-term fix

It’s one of the “ugliest things you’ve ever seen in your life,” and Bald Head Island has 16 of them. Thursday morning, the Brunswick Beaches Consortium (BBC) stared down a colossal, sand-filled tube — called a groin — reaching out from the beach and toward the ocean. Bald Head Island’s beach is the only in the state with a “groin field,” a wide row of such tubes that work in concert to slow erosion. But village council member Gene Douglas would gladly trade the entire “ugly” thing for one terminal groin.

“One terminal structure could do the same job or better than 16 sand tubes,” Douglas said. A terminal groin, he added, could also save the eroded island some taxpayer cash when figuring the costs of replacing the groin field every four to five years. The BBC on Thursday was observing progress in the latest replacement project, into which the village has pumped $1.13 million. The last set of groins on the island tattered away from years of weather whippings. A terminal groin, a harder, tougher structure reaching out into the water to keep sand from slipping away, would have the longevity to pay for itself when compared to the soft and vulnerable groin field, Douglas said. He lamented to the BBC, a body of Brunswick beach leaders, that the state currently won’t allow terminal groins by law. It’s just one of the frustrations Bald Head Island has sounded, particularly since early 2009, when the shoreline crept closer and closer to homes. In result, “Basically you’ve got two projects going on simultaneously,” assistant village manager Chris McCall told the BBC observers, which included Caswell Beach mayor and BBC chair Harry Simmons, Ocean Isle Beach mayor Debbie Smith and Oak Island council member Dara Royal.

The two projects include the groin field replacement and a $15-million-plus beach renourishment that officials hope to conclude in March. McCall noted that the groin field should slow erosion of the new sand pumping onto the beach, but “they don’t stop it by any stretch of the imagination.” The groin field and renourishment projects are funded by the island’s taxpayers, but officials are lobbying the state for around $5 million in help. Unlike many Brunswick County beach towns, like Oak Island and Caswell Beach, Bald Head Island is not included in a federal project that affords construction of a protective beach berm and 50 years of maintenance. Part of Bald Head Island’s problem is that Congress simply hasn’t included the $100,000 needed to start a study to determine whether the federal government has interest in Bald Head Island’s beach nourishment. Congress won’t allow Bald Head Island, or any other local source, to supply that money. Reasons vary, but the island’s officials have opined that the federal Office of Management and Budget doesn’t want to get a new, potentially expensive beach project going, so it’s sitting on the $100,000 that could initiate the process.

An official with the U.S. Army Corps of Engineers (USACE) at a BBC meeting this time last year said there may also be some debate as to whether Bald Head Island is a public beach, and that could affect the federal government’s decision to spend money there. There is no bridge to Bald Head Island. Generally, access is by private boat or a 20-minute, $16 ferry ride from Southport. Beach-access walkways are a short distance from Bald Head Island’s ferry dock. Local officials on and off the island have agreed that Bald Head is a public beach, which doesn’t always mean free of charge. Some public beaches with parking meters have received federal dollars, Simmons has noted. But Bald Head Island is preparing for some federal assistance this year, though in a roundabout way. USACE will dredge sand from the shipping channel that runs past Bald Head and “dispose” of that sand on the island’s beaches. It’s all part of the Sand Management Plan that dictates the healthiest way of dumping the dredged materials, which in some projects are simply sprayed offshore. The earliest that project could begin is November 15, which would mean two renourishments within relatively close calendar distance for the island, though the federal project may wait until 2011.
